PCS officers play a crucial role in the implementation of various government schemes, raising awareness among the masses, and acting as facilitators of the government. They usually work at the grassroots level to assist the government in upliftment and development. In addition, there are various sub-level posts available in the PCS, such as SDM, DSP, and BDO. These officers work on a block-by-block basis to ensure the development of that particular block.

PCS officers hold a number of positions in different departments and are responsible for maintaining law and order. In most cases, they work directly under the state government. However, in some states, they are appointed by the state governor. IAS officers, on the other hand, usually work under the state government, but are actually appointed by the President of India.

A PCS officer must pass several levels of promotion before he or she can be promoted to the IAS. Typically, a PCS officer will start at level 10 and must promote to level 11 before becoming an IAS. Afterwards, they must move on to level 12 and then level 13A and then, eventually, level 14.

A PCS officer also oversees the implementation of government schemes and policies. They also act as an intermediary between the government and the masses. By developing policies and schemes, they ensure that the government is upholding its responsibilities and creating awareness among the populace.
